- Adopted the 2025 Eno-Haw Regional Hazard Mitigation Plan - The Disaster Mitigation Act of 2000 requires the adoption of regional Hazard Mitigation Plans as a condition for local governments to seek certain Federal Disaster Relief and Hazard Mitigation grant funds.
- Held Public Hearing on Town Manager’s Recommended Budget for FY 2026 - The recommended property tax rate needed to balance the budget is $.5653 per $100 of assessed value for the General Fund, which is .0972 cents over the revenue neutral rate of $.4681 cents. The resulting 56.53-cent property tax rate is down from the current rate of 60.44 cents per $100 in assessed property value. The proposed tax rate for an owner of a $400,000 home would generate a $2,261.20 town tax bill, an increase of $32.40 per month.
Below are a few key budget highlights and investments:- Affordable Housing Fund = .5 cent increase (new total transfers of 1.5 cents)
- Sustainability Initiatives (EV replacement vehicles, replacement lightning at parks, building energy assessments, etc.)
- Land Use Planning – UDO rewrite (2nd half), Reimaging Weaver Street (phase I)
- Capital Projects - $2.8 million
- Continuation of free Transit Services in Carrboro ($2.38 million)
- 2% increase in support to non-profits through Human Services funding (total $452,000)
- 5% increase to staff salaries; No new positions
- Maintain townwide service levels – No reductions to staffing levels or operations.

- Approved the naming of Laurel Avenue as Honorary Strayhorn Drive -- The Strayhorn/Barbee Family requested the Council consider their application to name Laurel Avenue as the Honorary Strayhorn Drive. Toney and Nellie Strayhorn are believed to be the first Black family to settle in Carrboro and their descendants have lived in Carrboro since 1879, before the town was incorporated. The designation of an honorary street will not change or impact the official street name or numbering of buildings or street addresses and the postal addresses for honorary streets remain the primary name of the street.
- Received a Presentation on Parking Count Updates -- This most recent parking count in spring 2025 was conducted to continue to monitor demand, determine capacity, and the need for additional parking. In summary, the study found that parking turnover has increased. Average parking occupancy has also increased, especially during weekday and daytime hours. Overall, existing parking is meeting demand, and staff recommend no new parking is necessary for Downtown Carrboro at this time.
