There has been a growing recognition in recent years that stormwater management in Carrboro is a community wide challenge, and the current stormwater program and existing level of funding are not adequately addressing the challenge. This led to a decision to create a Stormwater Utility in 2017 funded by property owner fees based on the amount of impervious surface on the property. The Utility is necessitated in part by regulations including: the Town’s requirements under the National Pollutant Discharge Elimination System (NPDES) program; the listing of Bolin Creek on the State Impaired Waters list; and the ongoing implementation of the Jordan Lake Rules, but also to better address drainage, flooding, and infrastructure concerns and resilience in consideration of hydrologic (precipitation and runoff) changes associated with climate change.The Stormwater Utility is being established to deliver a range of services in recognition of the Town’s responsibilities and goals. A new rate structure was established in June, 2018 to provide dedicated funding to the Utility.
